Our Refusal to Issue – Grounds of Appeal service is designed to assist families when a local authority decides not to issue an Education, Health and Care Plan (EHCP) after an EHC Needs Assessment.
 
This is a document-based service—not a consultation—focused on building a strong case for appeal. We carefully review and use all available documentation from your EHCNA process, including reports, letters, emails, and assessments, to demonstrate why your child or young person requires an EHCP.
